A member of the [[Democratic Party (United States)|Democratic Party]], he previously represented the neighboring [[Texas's 28th congressional district|28th congressional district]] from 1997 to 2005, and was a member of the [[Texas House of Representatives]] from 1987 to 1997. He served as a [[justice of the peace]] for [[Bexar County]] from 2015 to 2021.
