President [[Herbert Hoover]] signed the [[Migratory Bird Conservation Act]] in 1929 to authorize the acquisition and preservation of [[wetlands]] as [[waterfowl]] [[habitat]]. The law, however, did not provide a permanent source of money to buy and preserve the wetlands.
