He served as a [[Cabinet Minister]] in the governments of [[Dufferin Roblin]], [[Walter Weir]], [[Sterling Lyon]] and [[Gary Filmon]],<ref name="members"/> and was an unsuccessful candidate for the leadership of the [[Progressive Conservative Party of Manitoba]] in 1971.
