Since 1984, they have had the power to collect [[property tax]]es and [[user fee]]s, although more funds are obtained from the state and federal governments than from their own income.<ref name="Mexicolaws" /> The largest municipality by population in Hidalgo is [[Pachuca Municipality|Pachuca]], with 314,331 residents, and the smallest is [[Eloxochitl谩n, Hidalgo|Eloxochitl谩n]] with 2,593 residents.<ref name="census2020" /> The largest municipality by area in Hidalgo is [[Zimap谩n]], which spans {{convert|824.2|km2|sqmi|adj=ri2|2|abbr=on}}, while [[Tlahuelilpan]] is the smallest at {{convert|28.2|km2|sqmi|adj=ri2|2|abbr=on}}.<ref name="Landarea" /> The first municipality to incorporate was [[Huichapan]] on {{dts|March 11, 1824}}, and the newest municipality is [[Progreso de Obreg贸n]] which incorporated {{dts|January 8, 1970}}.<ref name="Incorporationdate" />
