Deva's father was Dr. Kingsley De Silva Deva Aditya, a prominent eye surgeon in Colombo, Sri Lanka. His mother Zita was the daughter of Dr. M. G. Perera, a member of the [[Senate of Ceylon|Senate]] in then Ceylon.<ref>{{Cite web|url=http://www.island.lk/index.php?page_cat=article-details&page=article-details&code_title=15992|title=The Island|website=www.island.lk|access-date=2019-05-22}}</ref> He spent his primary and secondary education at [[Saint Joseph's College, Colombo|St. Joseph's College]], a Catholic school in Colombo.
