==Toponymy== [[File:Penarth Civic Insignia.jpg|thumb|Insignia and Crest<br />Motto: ''Cynghori er Llesiant''<br />(translates as ''Counsel for Benefit or Gain)'']] '''Penarth''' is a [[Toponymy|Welsh placename]] and could be a combination of ''{{lang|cy|pen}}'' meaning head and ''{{lang|cy|arth}}'' meaning bear, hence 'Head of the Bear' or 'Bear's Head'. This was the accepted translation for several hundred years and is still reflected in the town's coat of arms which depicts bears. Modern scholars have suggested that the name is shortened from an original "{{lang|cy|Pen-y-garth}}", where ''garth'' means cliff, hence 'Head of the cliff' or 'Clifftops'.<ref>{{cite web |publisher=Welshicons.org.uk |url=http://www.welshicons.org.uk/html/penarth.php |title=Penarth |access-date=30 December 2012 |url-status=dead |archive-url=https://web.archive.org/web/20121029054326/http://www.welshicons.org.uk/html/penarth.php |archive-date=29 October 2012 }}</ref> and the Welsh-English dictionary ''{{lang|cy|Y Geiriadur Mawr}}'' (The Big Dictionary: Gomer Press) reveals that penardd/penarth eb (feminine noun) means 'promontory'.
