== Early life and education ==
Seyoum was born on 25 January 1949 in [[Tigray Province|Tigray]], Ethiopia, as ''Ambaye Mesfin''. He later changed from ''Ambaye'' to ''Seyoum'' as a [[Pseudonym#Military and paramilitary organizations|''nom de guerre'']].<ref name="ETObserver_Seyoum_profile" /> He attended Agazi Secondary School in [[Adigrat]] and Bahir Dar Polytechnic Institute from which he received a diploma in industrial chemistry in 1971. He studied international law at the [[University of Amsterdam]].
