==Construction== Substations may be designed and built by a [[General contractor|contractor]] or alternately all phases of its development may be handled by the [[electrical utility]]. Most commonly, the utility does the engineering and procurement while hiring a contractor for actual construction.{{sfn|Okada|2018|p=334}} Major design constraints for construction of substations include land availability and cost, limitations on the construction period, transportation restrictions, and the need to get the substation running quickly.{{sfn|Okada|2018|p=335}} Prefabrication is a common way to reduce the construction cost.{{sfn|Okada|2018|p=341}} For connecting the new substation, a partial outage at another substation may be required, but the utility often tries to minimize downtime.{{sfn|Okada|2018|p=342}}
