The commission stated that Israeli establishment insensitivity had allowed widespread discrimination against Arab Israelis leading to the "combustible atmosphere" that led to the riots. The commission was critical of the police's use of excessive force to quell the riots including the use of sniper fire to disperse crowds. The decision was supported by the Israeli State Prosecutor's Office.
