=== Finland === In 2015, Finnish research organizations paid a total of 27 million euros in subscription fees. Over one-third of the total costs went to Elsevier. The information was revealed after successful court appeal following a denied request on the subscription fees, due to confidentiality clauses in contracts with the publishers.<ref>{{Cite web|url=https://ropengov.github.io/r/2016/06/10/FOI/|title=Scientific journal subscription costs in Finland 2010-2015: a preliminary analysis|website=rOpenGov |first1=Leo |last1=Lahti |date=June 10, 2016 |access-date=15 October 2017|archive-date=15 October 2017|archive-url=https://web.archive.org/web/20171015203133/https://ropengov.github.io/r/2016/06/10/FOI/|url-status=dead}}</ref> Establishing of this fact lead to creation of tiedonhinta.fi petition demanding more reasonable pricing and open access to content signed by more than 2800 members of the research community.<ref>{{cite web |url=https://tiedonhinta.fi/en/english/ |title=The Cost of Scientific Publications Must Not Get Out of Hand |access-date=3 March 2021 |archive-url=https://web.archive.org/web/20171015203433/https://tiedonhinta.fi/en/english/ |website=Tiedonhinta.fi |archive-date=15 October 2017}}</ref> While deals with other publishers have been made, this was not the case for Elsevier, leading to the nodealnoreview.org boycott of the publisher signed more than 600 times.<ref>{{Cite web|url=https://www.nodealnoreview.org/|title=No Deal, No Review.|website=nodealnoreview.org |access-date=27 January 2021|archive-date=28 January 2021|archive-url=https://web.archive.org/web/20210128094024/http://nodealnoreview.org/|url-status=usurped }}</ref> In January 2018, it was confirmed that a deal had been reached between those concerned.<ref>{{cite web|url=https://www.kansalliskirjasto.fi/en/news/finelib-and-elsevier-reach-agreement-for-subscription-access-and-open-access-publishing|title=FinELib and Elsevier Reach Agreement for Subscription Access and Open Access Publishing |date=17 January 2018|website=The National Library of Finland |access-date=17 January 2018|archive-date=17 January 2018|archive-url=https://web.archive.org/web/20180117192300/https://www.kansalliskirjasto.fi/en/news/finelib-and-elsevier-reach-agreement-for-subscription-access-and-open-access-publishing|url-status=dead }}</ref><ref>{{cite web |url=https://www.mostlyphysics.net/blog/2018/1/25/finland-takes-a-step-back-in-the-openness-of-academic-journal-pricing |first1=Toma |last1=Susi |title=Finland takes steps in the openness of academic journal pricing |date=25 January 2018 |newspaper=Mostly Physics |access-date=3 March 2021 |archive-date=1 May 2018 |archive-url=https://web.archive.org/web/20180501225922/https://www.mostlyphysics.net/blog/2018/1/25/finland-takes-a-step-back-in-the-openness-of-academic-journal-pricing |url-status=dead }}</ref><ref>{{cite web |url=https://blogs.mediapart.fr/edition/au-coeur-de-la-recherche/article/130418/transition-vers-l-acces-libre-le-piege-des-accords-globaux-avec-les-editeur |title=Transition vers l'Accès Libre: le piège des accords globaux avec les éditeurs |access-date=3 March 2021 |website=Mediapart |date=13 April 2018 |trans-title=Transition to Open Access: the Trap of Global Agreements with Publishers |language=fr |archive-date=8 April 2022 |archive-url=https://web.archive.org/web/20220408021709/https://blogs.mediapart.fr/edition/au-coeur-de-la-recherche/article/130418/transition-vers-l-acces-libre-le-piege-des-accords-globaux-avec-les-editeur |url-status=live }}</ref>
