The central Chinese government, a large buyer of high tech products, in 2009 proposed controversial policies demanding that companies selling to it promote Chinese innovation and that the products sold are free of foreign intellectual property.<ref name=InnovationWall/> The most controversial parts were later withdrawn but local Chinese governments continue to use procurement to encourage indigenous innovation.<ref name=Centra2011/>
