The Ontario government approved this plan, which was estimated to cost $4.2{{nbsp}}billion. The City of Toronto would assume complete financial responsibility for the project, which was proposed to be funded through a [[public–private partnership]], as well as through the use of surplus funds from the proposed Eglinton Crosstown line (later renamed [[Line 5 Eglinton]]), if there were any.
