== Accountability and transparency ==
One of the main criticisms of public–private partnerships is the lack of [[accountability]] and [[Transparency (behavior)|transparency]] associated with these projects. Part of the reason why evidence of PPP performance is often unavailable is that most financial details of P3s are under the veil of [[Trade secret|commercial confidentiality]] provisions, and unavailable to researchers and the public. Around the world, opponents of P3s have launched judicial procedures to access greater P3 project documentation than the limited "bottom line" sheets available on the project's websites. When they are successful, the documents they receive are often heavily redacted.<ref name=":0" />

A 2007 survey of U.S. [[city manager]]s revealed that communities often fail to sufficiently monitor PPPs: "For instance, in 2002, only 47.3% of managers involved with private firms as delivery partners reported that they evaluate that service delivery. By 2007, that was down to 45.4%. Performance monitoring is a general concern from these surveys and in the scholarly criticisms of these arrangements."<ref name="JR-study" /><ref name="JR-post" />
