This primary document preserves the notes of two FBI agents (Special Agents James W. Sibert and Francis X. O'Neill) who were present at the autopsy and took notes. The early report preserves genuine medical doctor confusion present during the autopsy, caused by apparent lack of an exit wound for the CE 399 entry, which was cleared up later in the official report after new information became available.
