As a specialized credit institution, AFD is subject to banking law, particularly in the field of risk sharing. 
AFD is a public financial institution. In overseas France, AFD conducts a policy, on behalf of the state, to support [[:fr:Collectivité territoriale en France|public authorities]] and finance the economy.
