==History== [[File:I-590 south in Brighton NY.jpg|thumb|I-590 southbound in Brighton during rush hour]] I-590 appeared on maps of the [[Rochester, New York|Rochester]] area as early as 1977 as a designation for the portion of the [[Rochester Outer Loop|Outer Loop]] south of [[Interstate 490 (New York)|I-490]]. At the time, only two portions of the loop—from I-490 in [[Gates, New York|Gates]] southeast to [[New York State Route 383|NY 383]] in [[Chili, New York|Chili]] and from Winton Road in [[Brighton, Monroe County, New York|Brighton]] to I-490 in Rochester—were complete and open to traffic.<ref name="1977map">{{cite map |title=New York |publisher=Exxon |year=1977 |edition=1977–78 |cartography=General Drafting}}</ref> The western portion was constructed {{circa|1965}}<ref name="1964map">{{cite map |title=New York and Metropolitan New York |publisher=[[Sinclair Oil Corporation]] |year=1964 |cartography=[[Rand McNally and Company]]}}</ref><ref name="1965map">{{cite map |title=New York |publisher=[[Mobil]] |cartography=Rand McNally and Company |year=1965}}</ref> and designated as part of [[New York State Route 47|NY 47]].<ref name="1977map" /> The eastern section, which opened from Monroe Avenue ([[New York State Route 31|NY 31]]) to the Can of Worms {{circa|lk=no|1965}}<ref name="1964map" /><ref name="1965map" /> and from NY 31 west to Winton Road by 1968,<ref>{{cite map |title=New York |publisher=[[Esso]] |year=1968 |edition=1969–70 |cartography=General Drafting}}</ref> was part of NY 47 between Elmwood Avenue and I-490.<ref name="1977map" /> South of Elmwood Avenue, the expressway had no signed number as the [[Federal Highway Administration]] had yet to assign the I-590 designation.<ref>{{cite book |title=Interstate System Route Log and Finder List |author=Federal Highway Administration |author-link=Federal Highway Administration |date=March 1978}}</ref> Construction on the missing section of the Outer Loop's southern half began in the late 1970s.<ref name="1979map">{{cite map |title=New York |publisher=[[Exxon]] |year=1979 |cartography=[[General Drafting]]}}</ref><ref name="1977map" /> Around the same time, the state of New York began to look into the possibility of changing the designations that were assigned to the Outer Loop. In one proposal submitted to the [[American Association of State Highway and Transportation Officials]] in the late 1970s, I-590 would be truncated to begin at the then-proposed junction with [[Interstate 390|I-390]] in Brighton but also extended northward along the [[Sea Breeze Expressway]] to [[New York State Route 104|NY 104]] in [[Irondequoit, New York|Irondequoit]]. The rest of the loop south of I-490, meanwhile, would become part of an extended I-390.
