In March 1961, [[Chicago]] [[pharmacist]] James Ruben and other investors announced the formation of a corporation to open a $1 million ({{Inflation|index=US-GDP|value=1000000|start_year=1961|r=-3|fmt=eq}}) [[department store]] in [[Green Bay, Wisconsin]], to be called "Shopco".

The store was opened in April 1962 at 216 S. In 1966, a second store "ShopKo East" was opened on Main Street, in Green Bay's east side, followed by several other locations in the state in the following years.<ref name=wiscHist/>

In September 1969, the first ShopKo store in [[Michigan]] opened, in [[Marquette, Michigan|Marquette]].<ref name=wiscHist/>
