==Signing==
The treaty<ref name=pact/> was signed in [[Moscow]] on April 13, 1941, by Foreign Minister Yosuke Matsuoka and Ambassador [[Yoshitsugu Tatekawa]] for Japan and Foreign Minister [[Vyacheslav Molotov]] for the Soviet Union.

The same day, all three men also signed a declaration regarding [[Mongolian People's Republic|Mongolia]] and [[Manchukuo]].<ref name=declaration>[http://avalon.law.yale.edu/wwii/s2.asp Declaration Regarding Mongolia] {{Webarchive|url=https://web.archive.org/web/20170819141330/http://avalon.law.yale.edu/wwii/s2.asp |date=2017-08-19 }} April 13, 1941. ([[Avalon Project]] at [[Yale University]])</ref> The Soviet Union pledged to respect the territorial integrity and the inviolability of Manchukuo, and Japan did the same for Mongolia.
