=== Emergence === The emergence of the Workers' Opposition's “ideological sources” was linked with a statement by [[Alexander Shlyapnikov]], which appeared on November 4, 1917: in his statement, Shlyapnikov proposed expanding the [[Council of People's Commissars]] by including representatives “from all Soviet parties”.<ref name="Hatter">{{cite news | last = Shlyapnikov|first=Alexander|publisher = News of the Central Executive Committee and the Petrograd Soviet of Workers and Soldiers' Deputies | date = November 1917| title = 5 | issue = 217}}</ref> Their first public appearance as an organized group was at the [[9th Congress of the Russian Communist Party (Bolsheviks)]], in September 1920, when the faction not only declared its existence, but also summed up the “work to be done”.
