In 1939, [[Vermont C. Royster]] wrote a series of articles showing the length of time required for [[List of battleships of World War I|World War I battleships]] to be ready for duty. One story summarized the process of manufacturing armor plates. The U.S. Navy accused Royster, then a Naval Reserve officer, of using classified information for his reporting.
