==Latent nuclear deterrence== Matthew Fuhrmann refers to the ability of some states to rapidly develop or gain nuclear weapons as "latent nuclear deterrence". These states do not necessarily aim to go all the way in building nuclear weapons, but they may develop the civilian nuclear technology that would rapidly enable them to build a nuclear weapon.
