In 2002, the European Union created the [[EU Joint Transfer Pricing Forum]]. The Communication on "Tax and Development – Cooperating with Developing Countries in Promoting Good Governance in Tax Matters‟, COM (2010) 163 final, highlighted the need to support developing countries' capacity in mobilizing domestic resources for development in line with the principles of good governance in taxation. Many EU countries are currently implementing the OECD Guidelines for Transfer Pricing.
