===Finland=== Amendments or revisions to the [[Constitution of Finland]] (including replacement) can be proposed by the Government or by any member of Parliament. These must first be approved by a majority of Parliament, and then after a parliamentary election by a two-thirds supermajority. A proposal can be declared by a five-sixths supermajority of Parliament as βurgent,β after this it can be approved by two-thirds immediately β without an election. This second procedure is also used for emergency laws that temporarily deviate the Constitution.<ref>73Β§ of the Constitution of Finland</ref>
