In the context of the medieval social structure, peasants were the commoners who engaged in [[Agriculture|agricultural]] work and formed a substantial part of the population. Commoners, who were the peasants, were not allowed to form or participate in any council. Those found to be involved in any council-related activities were subjected to severe punishment.
