== Impact and legacy == JVC 2004 and similar 527 organizations during the 2004 election cycle operated in a regulatory environment shaped by the [[Bipartisan Campaign Reform Act|Bipartisan Campaign Reform Act of 2002]], which imposed new restrictions on traditional party fundraising mechanisms.
