=== Candidacy and electoral alliances === Candidates may be nominated either by political parties or by groups of independent citizens. Candidates nominated by political parties must have been affiliated with that party for at least two months prior to registration and must not have been affiliated with a different party within the previous nine months. Candidates backed by independent citizens must not have been affiliated with any political party during the year before the election and must collect signatures from independent voters equivalent to at least 0.5% of the total votes cast in the relevant district or constituency in the previous election before registering.<ref name="electorallaw" /> Two or more parties may form an electoral alliance, or ''pact'', and jointly nominate candidates in each district or constituency. These candidates do not need to be affiliated with any of the member parties but may not belong to a party outside the pact.<ref name="electorallaw" /> Both pacts and parties running outside of pacts may nominate up to one more candidate than the number of seats to be filled in each district or constituency.<ref name="electorallaw" />
