Under the Northwest Ordinance, a territory could apply for statehood once it had surpassed 60,000 inhabitants. The [[1830 United States census]] reported the following population counts for 13 counties in present-day [[List of counties in Michigan|Michigan]] and 3 in [[List of counties in Wisconsin|Wisconsin]]. The boundaries of counties at that time differed significantly from present-day boundaries. The [[1810 United States census]] was reported in terms of four Civil Districts of a single Wayne County: Michilimackinac, Detroit, Erie, and Huron.
