As of 2021, the predominant ethnic and cultural groups were Russians, Azerbaijanis, Ukrainians, Tatars, Bashkirs, Nogais, Lezgins, Kazakhs, Ossetians, Chuvash and Kyrgyz. The population of Norilsk consists almost entirely of people who moved to the city in the second half of the 20th century and their descendants, but many of the descendants of prisoners who were amnestied in 1953 still live in the city. There are very few representatives of indigenous ethnicities - [[Nenets people|Nenets]], [[Enets]], [[Nganasans]] and [[Dolgans]] - in the city.
