==Promotion== Promoted to Captain in 1813, he commanded the frigate [[USS Congress (1799)|''Congress'']] in 1817; commanded the 74-gun ship of the line [[USS Washington (1814)|''Washington'']] in 1818. In 1819, he rose to the rank of Commodore and was placed in command of the [[Norfolk Navy Yard]]. It was while there, that he conceived the idea of a Nautical School and was allowed to set one up on board the frigate [[USS Guerriere (1814)|''Guerriere'']], for the education and development of young naval officers. It was from that small start that the current [[United States Naval Academy|U.S. Naval Academy]] at Annapolis has grown.<ref name=":0">{{Cite book|title=Mersey Built: The Role of Merseyside in the American Civil War|last=Thorp|first=Robert|publisher=Vernon Press|date=September 2017|isbn=978-1-62273-281-4|pages=278}}</ref> Commodore Sinclair died at [[Norfolk, Virginia]] on 7 February 1831.
