With a complete octet of outer electrons it is highly resistant to removal of any electron, and it cannot accept an electron from anything. Neon has no tendency to form any normal compounds under normal temperatures and pressures; it is effectively inert. It is one of the so-called "noble gases". Neon is a trace component of the atmosphere without any biological role.
