===Challenges===
There have been different interpretations regarding Title&nbsp;IX's application to high school athletics. The American Sports Council sued the Department of Education in 2011 seeking a declaratory judgment that its policy interpreting Title&nbsp;IX's requirement for equity in participation opportunities is limited to colleges and universities.<ref name="Frommer">Frederick J.
