Baba Oje and frontman [[Speech (rapper)|Speech]] met at the University of WisconsinβMilwaukee when they were both students. == History == {{prose|section|date=March 2025}} Arrested Development was formed in 1988 by [[rapper]] and producer Todd Thomas ("[[Speech (rapper)|Speech]]") and [[turntablism|turntablist]] Timothy Barnwell (known as [[Headliner (DJ)|Headliner]]).
